When importing messages from Outlook Express 6, the Win Mail program fails to import folders that contain a non-ascii (e.g. Swedish with umlauts) letter. These folders raise a failure message and ends up with mutilated name, empty.
The import routine in Windows Mail (Vista) does _create_ zero-length files with wrong filenames (graphical sign, square, instead of such non-ascii character) and fails to import the right file. Probably the Folder.dbx file is misinterpreted by Windows Mail when it contains folder names with non-ascii characters.
